The characters will come with no items but they will maintain their specifications such as a previously used limited edition item or acquired outfit or skills.

So simply, if you are interested in a character with it's mentioned specifications and willing to pay the starting price, message an admin to get added to the waiting list of those who are ready to buy the character.
